When you are battling in Battle City, anytime you win a duel you get the rarest card out of your opponents deck along with one of their locator cards. When entering a tournament, you start with one locator card and every time you win a duel you get a locator card from your opponent along with their rarest card. In the case that someone is without a locator card, they are eliminated from the tournament. Also, instead of in normal duels, in the tournament you start with only 4000 life points, rather than 8000 normally.
That covers the preliminaries, the first eight duelists to acquire six locator cards will move on to the next round of the tournament. Other differences while in the tournaments is that you can summon a monster in defensive position and Fusion Monsters are unable to attack on the turn on which they were summoned.
